Quite possibly, financial pressure is part of the report and we’ve been spending unsustainably for a while, both as a government as as individuals. Working hours are also cited, as are flexibility and paternity leave.
Not sure about the HSBC thing, I reckon that’s the banks making threats. We get those all the time, the banks warning the government not to try and regulate or they’ll move to New York. Actually, I bet the NY banks do the same thing, and threaten to bail to London anytime a politician starts talking tough.
